US conditions to be fulfilled this year: GM Quader

Commerce Minister GM Quader has said, to regain GSP facilities, the government will fulfill all the conditions of the action plan laid out by the United States within December.

"We discussed the progress of the execution of the GSP action plan matrix with ministries, BGMEA and other stakeholders and distributed responsibilities," Quader told reporters at the ministry on Monday at a review of the progress made in fulfilling the conditions of the US.

He said future action plans were also determined in the meeting.

Obama administration on June 27 suspended the trade privilege, Generalised System of Preference, citing poor labour rights and work environment in Bangladesh. European Union declared an action plan on July 19 to improve labour rights of garment workers.

The commerce minister said the government has formed a committee to formulate a labour law for Export Processing Zones, when asked about allowing labour unions in the zones.

"We will take action against factory owners who will lay off workers," he said.

Responding to one of the major conditions in the US action plan, Bangladesh amended the labour law in parliament on July 15 to allow trade unions in factories.

The labour and employment ministry is in the process of appointing building and fire safety inspectors to strengthen safety measures in factories.
