Flat owners of the Rajdhani Unnayan Kartripakkha (Rajuk) Apartment Project in Uttara Residential Model Town had expressed their concerns over the progress and quality of the apartments.
The situation arose as Rajuk faced early complications due to the covenanted construction company’s negligence and the slow progress of construction work.
Liton Das, a flat owner, told the Dhaka Tribune: “I am confused about the quality of building. Although Rajuk is supposed to hand over the flat in 2016, seeing the progress of the construction it seems Rajuk will not be able maintain the project deadline.”
Meanwhile, Rajuk Chairman Nurul Huda told the Dhaka Tribune: “For delaying in construction work, we have decided to cancel the agreement with ENA-DUNGA.”
“Despite our warnings, the two joint venture companies did not pay any heed,” he said.
He also expressed hope that the project would be completed within due time and asserted that standards and quality would be maintained.
Rajuk officials informed that for Type-A flats of 1250sqft, Rajuk had penned an agreement with a joint venture of ruling Awami League lawmaker M Enamul Haque’s ENA Properties and DUNGA Construction Limited of South Korea for 75% of flat constructions.
Rajuk had also penned another agreement with joint venture companies including another ruling party lawmaker Nasrul Hamid Bipu’s Hamid Construction Limited and Building for Future Limited for the remaining 25% of constructions, they added.
However, the two joint venture companies continued their work just as a show, Rajuk officials alleged.
The state-run city development authorities had sent a warning letter to the construction companies, but they did not take any steps in this regard.
Consequently, Rajuk had finally decided to cancel the agreement with ENA-DUNGA, and the processing was on, officials informed, adding that worried over the irksome situation, some 400 flat owners had withdrawn their security money of Tk300,000 showing different reasons.
Visiting the construction spot, the correspondent had found that the companies just started the piling of few buildings, thought the construction work began in 2012.
On condition of anonymity, a high official of Rajuk said the project would not be completed within the due time.
Moreover, an official of Rajuk said the high price of flats and some tough conditions in the agreement discouraged buyers belonging to the low and middle income groups, and observed that Rajuk simply failed to attract more buyers even though it extended the deadline for submitting applications four times.
