The cabinet committee on Detailed Area Plan (DAP) Review on Sunday formed two committees to dispose of the applications submitted by the land owners to Rajdhani Unnayan Katripakkha (Rajuk).
Of the two committees, the technical one will physically visit the land to see nature of the land for which owners have submitted applications.
The cabinet sub-committee will examine the report of the technical committee on the applications of the owners of the disputed land and then forward it to the cabinet committee with its recommendation.
The two committees will finish their jobs within next July and finally submit their reports to the cabinet committee on detailed area plan (DAP) review. The committee will then take final decision on those applications.
The decisions were taken on Sunday at a meeting of the cabinet committee on DAP which was the second meeting of the committee after its formation in 2010.
Committee Chief and Local Government Minister Syed Ashraful Islam chaired the meeting at the Housing and Public Works Ministry conference room.
After the meeting, Housing and Public Works Secretary Khondakar Showkat Hossain said the meeting decided to visit those places physically to ensure the land’s basic nature and examine all the papers.
“The report of the technical committee will be reviewed by the sub-committee. They will prepare a report with recommendations and submit it to the cabinet committee. Cabinet committee will finally take the decision on the revision,” the secretary said.
He said the government has taken the decision to review the DAP as land documents in some cases do not properly describe its nature.
“Some areas in the DAP are described as low land or wetland but in reality they are not in such shapes now. We will review only those issues in the review process.”
Land Minister Rezaul Karim Hira will lead the cabinet sub-committee with Environment and Forest Minister Hasan Mahmud and State Minister for Housing and Public Works Abdul Mannan Khan as its members.
Other members of the sub-committee are public works secretary, local government secretary, environment secretary and land secretary, chairman of Rajuk, directors general of department of environment and Bangladesh water development board.
Rajuk’s member of planning unit will head the technical committee.
Showkat Hossain said: “It’s not that we are reviewing the full DAP. We will amend the DAP considering those applications that have already been submitted.”
“We will just examine and analyse the applications submitted by the land owners. The fresh land owners may submit their applications until the already-submitted applications are disposed of,” he added.
“Rajuk has already received a total of 411 applications from the land owners. Of them, only 295 have detailed information. We will consider those first. Later, we will consider others; if the owners can submit their land document with all valid information,” he said.
The government prepared and announced the DAP based on 590 square kilometre areas of Dhaka, Gazipur and Narayanganj in 2010.
The cabinet committee on the DAP review was formed the same year after some disputes broke out over the nature of land.
