BTRC ranks 2nd in govt performance evaluation

Bangladesh Telecommunication Regulatory Commission (BTRC) has secured the second position in the Independent Performance Evaluation (IPE) conducted by the Monitoring Cell of the Ministry of Finance, in recognition of its performance in promoting good governance, enhancing institutional efficiency, ensuring accountability, and safeguarding public interest.

Director General of the BTRC, Md Mehedi-ul-Shahid, formally received the recognition and an honorary crest from Rahima Begum, director general of the Monitoring Cell, Ministry of Finance, on Sunday. 

Under the “Strengthening of State-owned Enterprises Governance” scheme, the Monitoring Cell of the Finance Division evaluated 30 selected state-owned enterprises and autonomous organizations for the FY 2023–24. BTRC secured second position with a score of 3.17.

The evaluation was conducted under the overall supervision of the Independent Performance Evaluation Committee (IPEC), comprising representatives of the Monitoring Cell of the Ministry of Finance and relevant experts.

The assessment covered key indicators including financial management, corporate governance, transparency and accountability, operational efficiency, and implementation of public-interest policies.

BTRC has also been playing a significant role in government revenue generation alongside its responsibilities for the development of the telecommunications sector, ensuring good governance, and improving the quality of customer services.

BTRC has consistently exceeded the annual revenue collection targets set by the Monitoring Cell of the Finance Division.

In FY 2023–24, the Commission’s revenue collection target was Tk3,555 crore, against which it collected Tk4,434 crore. Since its establishment up to June 2025, BTRC had a cumulative revenue collection target of Tk75,882 crore, against which the Commission collected Tk81,891 crore.

In its efforts to promote good governance and ensure quality customer services, BTRC has been implementing a wide range of initiatives, including expansion of digital services; spectrum management; formulation of necessary guidelines and policies for digital infrastructure development; management of voice and internet tariffs; implementation of the “One Country, One Rate” initiative for broadband internet services; public hearings; Quality of Service (QoS) monitoring; measurement of mobile tower radiation; operation of one-stop services; drives against illegal telecommunications equipment; and resolution of consumer complaints.

BTRC has also continued its efforts to ensure a transparent licensing and regulatory framework, protect consumer interests, monitor service quality, strengthen consumer rights and complaint management, facilitate affordable and reasonable telecommunications services, enhance infrastructure and network efficiency, promote digital security and digital literacy, and expand telecommunications services and infrastructure in underserved and remote areas through the Social Obligation Fund (SOF).

Furthermore, BTRC’s engagement with international organizations such as the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT) has contributed to strengthening institutional capacity in line with global standards and best practices, while promoting international cooperation and partnerships.
