Chief Adviser Muhammad Yunus and leaders from 25 political parties signed the July National Charter 2025 on Friday afternoon at the South Plaza of the National Parliament Building.
Members of the National Consensus Commission also signed the document formalizing the political understanding.
Several parties—including the National Citizen Party (NCP), Communist Party of Bangladesh (CPB), Bangladesher Samajtantrik Dal (BaSoD), BaSoD (Marxist), Bangladesh JaSoD—did not sign the charter.
Yunus arrived at the venue around 4:30 pm, greeted by Commission Vice President Ali Riaz. The ceremony began at 4:37 pm with the rendition of the national anthem. Members of the Advisory Council and diplomats from various countries stationed in Bangladesh were also present. Joining Yunus on stage were top leaders of major political parties involved in drafting the July Charter.
Among those present were BNP Secretary General Mirza Fakhrul Islam Alamgir, BNP Standing Committee member Salahuddin Ahmed, Syed Abdullah Md. Taher, Nayeb-e-Ameer of Jamaat-e-Islami, and Mia Golam Porwar, the party’s secretary general. Leaders from Islami Andolon Bangladesh, Nagarik Oikya, Ganosamhati Andolon, Rastra Sanskar Andolon, and others also attended.
Members of the National Consensus Commission—including Law Adviser Dr Asif Nazrul, Education Adviser CR Abrar, Food Adviser Ali Imam Majumder, Environment Adviser Syeda Rizwana Hasan, Liberation War Affairs Adviser Faruk-e-Azam, Energy Adviser Muhammad Fouzul Kabir Khan, Cultural Affairs Adviser Mostofa Sarwar Farooki, and Special Assistant to the Chief Adviser Fayez Ahmed Taiyeb—were present.
Diplomats, civil society representatives, and chiefs of the Army, Navy, and Air Force attended as invited guests. Representatives from several of the 33 parties and alliances involved in the commission’s dialogue were notably absent.
Four left-leaning parties—the Communist Party of Bangladesh (CPB), Bangladesh Socialist Party (BASoD), BASoD (Marxist), and Bangladesh JASoD—boycotted the signing, citing objections over “historical distortions” and “alterations of the constitutional principles.”
During his address, Chief Adviser Yunus declared: “By signing the July National Charter, we mark the beginning of a new Bangladesh. The youth who made this day possible—those who sacrificed their lives for change—will rebuild this nation.”
He added, “The responsibility of rebuilding the nation will pass to the next government. Through this charter, we have taken another great step—from barbarism to civilisation. We lived in a world of lawlessness, where power ruled over justice. Now, we are entering an age of civility that others will envy.

Clashes before the ceremony
Earlier, families of those killed or injured during the July uprising gathered in front of the stage demanding official recognition, legal protection, and rehabilitation.
Amid the protest, Commission Vice President Ali Riaz promised to incorporate amendments to address their demands. When protesters refused to leave, police dispersed them using batons, tear gas, and sound grenades. Nearly 50 demonstrators were reportedly injured, and parts of the area in front of parliament were set on fire.
The injured were taken to Dhaka Medical College Hospital (DMCH) for treatment. Inspector Md. Faruk, in charge of the DMCH Police Camp, said:
“The injured are receiving treatment in the emergency unit. According to initial medical assessments, none of their conditions are critical.”
