The Public Administration Reform Commission, formed by the government, is considering a proposal to separate the health and education sectors from cadre services and introduce them as specialized departments.
"We are recommending changes to the health and education cadres, as they can no longer remain part of the cadre system. These two cadres will be separated and turned into specialized departments," said Abdul Muyeed Chowdhury, the head of the commission.
He was speaking with journalists after a meeting at the Secretariat on Tuesday.
The meeting was held at the conference room of the Ministry of Public Administration, where Senior Secretary Md Mokhles Ur Rahman, and eight other members of the commission were present.
During the briefing, Muyeed Chowdhury said: “We will only make recommendations. It is the government’s responsibility to implement them.”
He mentioned that the commission is considering proposing to the government the separation of health and education from the cadre system, similar to the Judicial Service Commission.
Additionally, the commission plans to recommend grouping the remaining cadres into five clusters.
The commission head said: “Everyone except these two departments can remain part of the cadre system. We intend to discuss this further.”
He added: “Can an ophthalmologist, a dentist, and a general physician all receive promotions at the same pace? That’s why we believe these sectors should not remain as cadres. It has been irrational to keep them as cadres, and separating them into specialized departments with increased pay could be a viable solution.”
The senior secretary said: “Just as the Judicial Service Commission was separated from the Public Service Commission, we will recommend separating the education and health cadres. The remaining cadres will be grouped into five clusters.”
