Bangladesh to import LNG from Singapore at 1,300C

The government has approved the import of two cargoes of liquefied natural gas (LNG) from Singapore’s Gunvor Singapore Private Limited, at a total cost of Tk12,89,748,0960.

The approval came during the sixth meeting of the Advisory Committee on Government Procurement held at the Cabinet Division’s conference room, chaired by Finance Adviser Dr Salehuddin Ahmed, on Wednesday.

Speaking to reporters after the meeting, Dr Salehuddin said: “Today’s meeting discussed and approved seven proposals, including the LNG import. We are making efforts to address the country’s energy crisis and ensure the continuation of business activities.”

According to meeting sources, following the Public Procurement Rules 2008, the two LNG cargoes will be imported from the spot market under the quotation process, involving companies that have signed a Master Sale and Purchase Agreement (MSPA) with Bangladesh.

One of the approved purchases, based on a proposal from the Department of Energy and Mineral Resources, involves buying a cargo (the 26th of 2024) of 3,360,000MMBtu of LNG from Gunvor Singapore Private Limited at a cost of Tk6,40,156,680. The price per MMBtu is set at $13.57.

For this purchase, four companies had submitted bids in response to Petrobangla’s tender, and Gunvor Singapore Private Limited emerged as the lowest bidder. The decision to buy from the company was recommended by the Proposal Evaluation Committee (PEC).

In a separate decision during the meeting, the purchase of another cargo (the 27th of 2024) of LNG from the same Singaporean company was also approved at a cost of Tk64,95,914,880. This time, the price per MMBtu will be $13.77.

For this tender, three companies submitted bids, and all were deemed technically and financially responsive. The PEC recommended purchasing from Gunvor Singapore Private Limited, which again offered the lowest price at $3.77 per MMBtu for 3,360,000MMBtu of LNG.

These steps are part of the government's ongoing efforts to manage the energy crisis and ensure adequate gas supply in the country.
