The Rooppur Nuclear Power Plant project will receive the highest fresh Annual Development Program (ADP) allocation of around Tk13,396 crore in the budget for the next fiscal year (FY23).
The ADP allocation for fast-track mega projects is being segregated in the budget for the next fiscal year.
Although the Rooppur project will receive the highest ADP allocation among mega projects in FY23, the allocation has actually been reduced by about Tk5,000 crore from the Tk18,400crore allocated in the outgoing fiscal year.
The second highest allocation of Tk8,759 crore will be given to the Fourth Primary Education Development Program (PEDP-4), followed by TK6,554 crore for the Matarbari 2x600 MW Ultra super critical coal-fired power plant.

Apart from these, the expansion of Hazrat Shahjalal International Airport (1st phase) will get Tk6,019 crore, the Padma Bridge Rail Link Project Tk5,809 crore, COVID-19 Emergency Response and Pandemic Preparedness (WB-GoB) project Tk4,254 crore, the Bangabandhu Sheikh Mujib Railway Bridge Construction Project Tk3,851 crore, the Dhaka-Ashulia elevated expressway construction project Tk3,703 crore, Expansion and strengthening of power system network under DPDC area Tk3,059 crore, and the Metro rail under the Dhaka Mass Rapid Transit Development Project (Line-6) Tk2,883 crore.
The expansion of Hazrat Shahjalal International Airport (1st phase), Padma Bridge Rail Link Project, Bangabandhu Sheikh Mujib Railway Bridge Construction Project, and Dhaka-Ashulia Elevated Expressway construction project have been prioritized in next year’s budget.
About the implementation of the mega projects, Planning Minister MA Mannan said Prime Minister Sheikh Hasina would inaugurate the country’s dream project Padma Multipurpose Bridge on June 25 and that it would boost the national economy.
“Besides, work on the Rooppur Nuclear Power Plant project is right on schedule despite the Russia-Ukraine war, and it seems the country’s first metro rail also will be inaugurated within this year,” he added.
“Now, we have been emphasizing airport expansion, two major railway bridges and elevated expressway in the upcoming budget,” he said.
In the last fiscal year, the Rooppur Nuclear Power Plant received the highest allocation of Tk 18,426.16 crore, followed by the Matarbari Ultra Super critical Coal Powered Power Project with Tk6,162 crore; Primary Education Development Program-IV Tk 5,053.98 crore; Dhaka Mass Rapid Transit Development Project (Line-6) Tk4,800 crore; Padma Bridge Rail Connection (1st amended) Tk3,823.51 crore; Bangabandhu Sheikh Mujib Railway Bridge Tk3,580 crore; Padma Multipurpose Bridge (2nd amended) Tk 3,500 crore; Dhaka-Ashulia Elevated expressway Tk3,227.20 crore; Expansion and Strengthening of Power System Network under DPDC Area Tk 3,051.11 crore; and Hazrat Shahjalal International Airport Expansion (1st phase) (1st amendment) Tk 2,827.52 crore.
