Zone-based lockdown: 24 areas report over 100 cases in Dhaka city

State Minister for Public Administration Farhad Hossain on Sunday told the media that the government has been working on a proposal to implement the zone-based lockdown system

With the number of Covid-19 cases spiraling in the country, the government is now working to enforce a zone-based lockdown system by designating areas with colour-coded zones – red, yellow, and green – based on the number of cases reported.

State Minister for Public Administration Farhad Hossain on Sunday told the media that the government has been working on a proposal to implement the zone-based lockdown system.

He said areas inside the capital with 30 infections per 100,000 people and areas outside the capital with ten confirmed cases per 100,000 people will be marked as “Red Zone.”

According to the Institute of Epidemiology, Disease Control and Research (IEDCR), 24 areas inside Dhaka city reported above 100 cases of coronavirus infection till now.

These areas include Gulshan with 168 cases, Jatrabari with 396, Dhanmondi with 311, Mirpur with 654, Mohakhali with 466, Mohammadpur with 410, Kakrail with 300, Uttara with 448, among others.

In the first phase, two areas of the capital – Rajabazar and Wari – have been identified to be marked as red zones where strict restrictions will be enforced on all kinds of movement.

“We are working on it and it may take a week to declare the zones. But, at first some areas will be announced within a day or two as a pilot trial,” Habibur Rahman Khan, additional secretary (administration) of Health Service Division, said.

Till Sunday afternoon, no decision regarding the implementation of the zoning system was taken, he added.

Earlier the government drafted a new lockdown strategy, mapping the country into red, yellow, and green zones.

On Saturday, a virtual inter-ministerial meeting to finalize the draft and Standard Operating Procedures (SoP) for city corporations and districts was held. 

“The draft plan and SoP was discussed at the meeting. Now, the summary of the plan will be sent to Prime Minister Sheikh Hasina for approval,” said Local Government, Rural Development and Cooperatives Minister Md Tajul Islam, who participated in the meeting.

“The plan will be implemented as soon as possible, once approved. The government wants to implement it immediately,” he told Dhaka Tribune.

According to government officials, Bangladesh can control the spread of Covid-19 more efficiently once the plan is implemented.

Meeting sources said the ICT Division of the government led the drafting of the zoning plan, while Dhaka North City Corporation (DNCC) drafted the SOP for urban areas and Narsingdi District Administration drafted the SOP for districts.  

Initially, the plan will be piloted at a ward each of five city corporations that are hotspots of coronavirus and in Narsingdi district. If the pilot program proves successful, the plan will be implemented across the country.
