Budget FY21: Tk10,000 crore to combat Covid-19

The lump sum allocation is meant to fulfill emergency requirements, says the finance minister

In a bid to meet emergency requirements over the Covid-19 pandemic, Finance Minister AHM Mustafa Kamal has proposed a lump sum allocation of Tk10,000 crore in the budget for FY2020-21.

"We have taken all-out measures to improve the health sector," he said, adding that the government was already implementing  schemes worth Tk5,500 crore under the Health Services Division

"The government will do whatever is required to be done to address the pandemic. To fulfill emergency requirements, I propose to allocate Tk.10,000 crore as a lump sum," said the finance minister.

The minister also mentioned two projects undertaken for battling the Covid-19 pandemic as an emergency measure. 

The minister mentioned that the World Bank, the Asian Development Bank, the Asian Infrastructure and Investment Bank and the Korean government had also come forward to provide support to the health sector during this epidemic.

“One is the ‘COVID-19 Emergency Response and Pandemic Preparedness Project’ at a cost of Tk1,127 crore with financial assistance from the World Bank; and the other is the ‘COVID-19 Response Emergency Assistance’ of  Tk1,366 crore with  financial  assistance  from  the Asian Development Bank (ADB).

“Implementation of these two projects has already begun. This will certainly enhance our capacity to fight Covid-19. 

“Besides, the Asian Infrastructure Investment Bank (AIIB) and the Government of Korea have made their commitments, and projects are under preparation,” the minister said.

Besides, from the stimulus package to address the Covid-19 situation, some Tk100 crore have been allocated as special honorarium for doctors, nurses and medical professionals providing health care services. 

Additionally, Tk750 crore have been allocated for compensation in cases of coronavirus infection or death from Covid-19. 

Meanwhile, the overall budget allocation for the health services has been proposed to be raised by 23% to Tk29,247 crore, compared to the revised allocation for the current fiscal year.

The health sector allocation in FY21 includes Tk6,363 crore on health education and family welfare.

The rest, Tk 22,884 crore, will be spent on health services as a priority to activities undertaken to combat Covid-19.

A total of 13 ministries and divisions are implementing programs related to health and family welfare.

The allocation for this purpose in FY2020-21 is Tk 41,027 crore.
