In the operating and development budget of fiscal year 2019-20, government has allocated 18.5% for public administration, 15.2% for education and technology, 12.4% for transport and communication, and 7.2% for local government and rural development sectors
The government has proposed the highest allocation for public administration, and the lowest for industrial and economic services sector in the budget for the 2019-20 fiscal year.
In the operating and development budget of fiscal year 2019-20, government has allocated 18.5% for public administration, 15.2% for education and technology, 12.4% for transport and communication, and 7.2% for local government and rural development sectors.
On the other hand government allocated 6.1% for defence, 5.6% for social security and welfare, 5.4% for agriculture, 5.4% for energy and power, 5.3% for public order and safety, 4.9% for health, 1.3% for housing, 0.9% for recreation, culture and religious affairs, and 0.7% for industrial and economic services.
Sectoral allocation in budget
The draft budget has allocated Tk1,43,429 crore (27.41% of sectoral allocation) in the social infrastructure sector that includes ministries of education, primary and mass education, health and family welfare. The allocaton under the head was Tk1,23,525 crore in the revised budget of the outgoing fiscal year.
In this sector, Tk29,623 crore is the proposed allocation for the Ministry of Education, which was Tk25,867 crore in the previous budget. The Ministry of Primary and Mass Education has been allocated Tk24,041 crore in the proposed budget, and Tk19,944 crore to the Ministry of Health and Family Welfare, while they figures were Tk20,521 crore and Tk17,269 crore in the outgoing fiscal year.
For food and social safety, Tk4,502 crore has been allocated to the Ministry of Food and Tk9,871 crore to the Ministry of Disaster Management in the proposed budget, which were Tk4,031 crore and Tk9,717 crore in outgoing fiscal year.
In the proposed budget, Tk1,64,603 crore (31.46 percent of the sectoral allocation) has been allocated for the physical infrastructure sector. For agriculture and rural development, Tk14,049 crore, Tk7,932 crore and Tk34, 240 crore for the Ministry of Agriculture, and Water and Local Government Division which were Tk12,788 crore, Tk7,679 crore and Tk30,695 crore respectively in the previous budget.
For power and energy, allocation is Tk28,051 crore, which was Tk26,503 crore in the outgoing fiscal year.
In communication infrastructure, the proposed budget allocated Tk29,274 crore, and Tk16,263 crore and Tk8,564 crore for the road transport and highway division, and Ministry of Railway and Bridge Division. They were Tk23,486 crore, Tk11,231 crore and Tk6,346 crore respectively, in the previous budget.
For general services, Tk1,23,641 crore has been allocated in this proposed budget, and Tk27,637 crore for public order and safety. In the outgoing fiscal year, it was Tk1,07,613 crore and Tk 28,068 crore respectively.
The proposed budget allocated Tk57,070 crore for interest payment, which is 10.91% of the operation and development budget of 2019-20 fiscal year.
In annual development program (sectoral allocation) the proposed budget allocated Tk2,02,721 crore for the FY2019-20, while it was Tk1,67,000 crore in the revised budget of the outgoing fiscal year.
