Helal Uddin Ahmed made secretary of the Local Government Division
The Election Commission and the Local Government Division got new secretaries, as the government transferred a total seven senior officials in the latest administrative reshuffle yesterday.
Technical and Madrasa Education Division Secretary Md Alamgir was appointed as the new Election Commission secretary, while the current commission secretary, Helal Uddin Ahmed, was made the secretary of Local Government Division.
Land Reform Board Chairman Munshi Shahabuddin Ahmed was made the acting secretary of Technical and Madrasa Education Division.
Public Administration Ministry issued separate circulars yesterday in these regards.
Helal has been serving as the Election Commission secretary since July 2017, and criticized by different quarters several times for his remarks.
Just before the 11th general election, held on December 30, 2018, Helal had asked local election observers to remain at polling stations as statues, even if they spot irregularities on the polling day.
Observers would not be allowed to talk to media and cannot carry mobile phones or take photos inside polling centres on the election day, he had said, which drew flak from various quarters demanding an impartial election.
Country's major opposition BNP, before the polls, had also accused Helal of being "partisan" and "controversial.”
The party also accused him of attending a secret meeting with police and administration officials on the ruling party's alleged plan to engineer the election.
However, Helal had rejected the allegations.
Among the other officials who were transferred yesterday, Planning Commission Member Subir Kishore Chowdhury was made chairman of Bangladesh Energy and Power Research Council (EPRC).
Current EPRC Chairman Shahin Ahmed Chowdhury was transferred to the Planning Commission as a member.
Acting Secretary of Labour and Employment Ministry Ummul Hasna was made chairman of the Land Reform Board.
She was replaced by Dhaka Divisional Commissioner KM Ali Azam.
