Five year NPA for fighting human trafficking launched

Newly appointed US Ambassador to Bangladesh Earl R Miller praised the development and launching of the NPA.

The Ministry of Home Affairs has launched a five year National Plan of Action (NPA) to fight human trafficking in the country and focusing on capacity building, ensuring a strong economic and social safety net. 

Home Minister Asaduzzaman Khan Kamal officially launched the NPA for Prevention and Suppression of Human Trafficking 2018-2022 at the Bangabandhu International Conference Centre (BICC) in Dhaka on Sunday.

USAID’s Bangladesh Counter Trafficking-In-Persons (BC/TIP) Program, was jointly organized by Winrock International, and the Ministry of Home Affairs.

NPA Advisor KM Masud Ali said “The five year NPA plan is basically focused on building capacity of the administrations, ensuring economic and social safety net for victims and vulnerable with special attention to children when the previous plans were mostly based on awareness building.”

As the previous plans were for three years and independent,it has been extended to five years considering reality and recent experiences, including all relevant government authorities, ensuring sources for the required resources harmonized it with SDGs. 

In addition, the program needs no separate action plan. It can be monitored through SDGs goals and targets tracking, Masud added.

Stressing on the importance of partnership among the government, INGOs and NGOs, Masud said: “If traffickers are organized and carry out their activities in a planned way then why can’t we get organized to fight it?”    

Shamsul Alam, Member (Senior Secretary), General Economic Division of Ministry of Planning said the plan would help the government to transform our commitment towards reality in this regard. 

US Ambassador says

“Combating human trafficking is one of the top priorities of the US government,”he said

Stressing continuation of US government support to the country he said there is some serious work to be done to address the issue before March 2019 - the scheduled time for the next report to end. Adowngrade to Tire 3 can have serious consequences, including restrictions on some forms of assistance. “So, we obviously want to avoid that.” 

There are three specially important things to do – improving the prosecution of all traffickers, support and protection to all trafficked victims and working to prevent trafficking in the first place by ensuring safety for the migrated people, the US Ambassador added. 

Bangladesh rate in the ‘Watch List’

For the last two years, Bangladesh has been rated as ‘Tier 2 Watch List country’, just above Tier 3, the lowest ranking, by US government. 

Home Minister over NAP

Home Minister Asaduzzaman Khan Kamal who attended the program as chief guest praised the effort of the Ministry for linking the NPA to the SDGs and the Bangladesh Government’s 7th Five Year Plan.

“This is the most heinous form of breach of human rights. Government has taken timely measures to counter human trafficking in the country. And this NPA is another milestone in the effort.”

The government will time and again review the implementation of NPA and will take further initiatives to make it a success,he said.

President of the program, Secretary (Public Security Division) of Ministry of Home Affairs Mostafa Kamal Uddin, USAID Bangladesh Mission Director, Derrick S. Brown, Nasima Begum, NDC, Secretary of Ministry of Women and Children Affairs, Mahbub Uz Zaman, Secretary (Asia and Pacific) and Ms. Liesbeth Zonneveld, chief of party, BC/TIP, Winrock International, among others,were present at the program.
