Laminated posters banned in Dhaka 10 by polls

The Election Commission (EC) has banned the use of laminated posters in the upcoming Dhaka 10 by polls campaign in an effort to reduce election time pollution.

Chief Election Commissioner KM Nurul Huda made the announcement after the candidates agreed on a resolution yesterday at the Electoral Training Institute (ETI) in Agargaon, Dhaka.

The CEC said: "We will reform the electoral codes of conduct at the national level too by enacting this new rule.”

During the meeting,  the EC decided on a 6 point charter including a ban on laminated posters in these by-elections.  The candidates were in agreement on the EC's scheme to stop the use of laminated posters.

CEC KM Nurul Huda said candidates can set up campaign offices in each ward and may use  microphones or sound amplifiers in those offices. 

"Posters can be raised for display in 21 places assigned by the EC, and in offices set up in each ward. The candidates cannot hang posters in other places like streets, lanes, or electric pylons," said the CEC.

Each party can bring out five processions in their favorite places, said Huda. However,he  added that candidates cannot arrange public meetings in the by-polls. EC does not allow public gatherings during polls.

He said: "The EC will not declare general holidays on voting day and traffic movement will remain as usual on voting day."  

Earlier on January 22, the High Court ordered the authorities concerned to stop the production and use of laminated posters in the Dhaka north and south city corporation polls.

The bench of Justice M Enayetur Rahim and Justice Md Mustafizur Rahman issued the rule. 

The court also asked the Election Commission and both the city corporations to take effective measures to stop the production and distribution of laminated posters.

The court also ordered the authorities concerned to remove all laminated posters after the polls on February 1. 

All candidates are legitimate

The Election Commission has declared all six candidates who have submitted nomination papers to contest in the Dhaka 10 by polls, to be valid. 

Returning Officer Md Abdul Baten made the announcement. 

The candidates are: Awami League's Md. Shafiul Islam Mohiuddin, BNP endorsed Sheikh Rabiul Alam, Haji Mohammad Shahjahan of Jatiya Party, Nawab Khwaja Ali Hassan Asiqar of Bangladesh Muslim League, Mizanur Rahman Chowdhury of the Congress of Bangladesh, and Abdur Rahim of the Progressive Democratic Party (PDP).

According to the election schedule, the last day to withdraw a candidacy is February 29. The vote will be held on March 21.

The Dhaka 10 constituency fell vacant when Sheikh Fazle Noor Taposh resigned from his seat as a Member of Parliament (MP) on December 29, after being nominated the ruling Awami League's mayoral contender in the Dhaka South city corporation polls.
