Attack on Ducsu VP Nur: Authorities in the 'dark' over how CCTV footage got stolen

Ducsu office door remains shackled as repairs remain on hold due to bureaucratic complexities

Footages captured by closed-circuit television cameras (CCTV) installed in and around the Dhaka University Central Students' Union (Ducsu) building is claimed to have been disappeared, a major impediment in finding out what actually happened on Sunday when an attack took place against the union's VP and his followers.

There were nine CCTV cameras installed inside and outside the building. All of which should have some real footage of the attack carried out on Ducsu VP Nurul Haque Nur and his followers. 

But the authorities yesterday claimed not to have the footage as the monitor and CPU used for CCTV purposes have been disappeared after the attack took place. As the hard-drive went missing, no footage is now with the authorities.

Ducsu vice president and 27 others were injured in an attack allegedly carried out by activists of Chhatra League and Muktijuddha Mancha on Sunday. The Mancha is allegedly comprised of  mostly Chhatra League men.

In a visit yesterday, this correspondent found there were nine CCTV cameras at different points of the union's building. The footage is usually stored for three days, before it automatically vanishes.

Although all the cameras were in place, the Ducsu senior administrative officer Abul Kalam Azad claimed that attackers took away all the storage equipment of the system.

“When the incident took place, I went to the proctor's room to inform him about the matter. But when I came back, I did not find any equipment in the room,” he said.

Upon return, I found that the door of my room was broken open, he claimed.

Ducsu security guards, when asked, claimed that they have no clue who has stolen the equipment from the office.

Dhaka University Proctor Professor AKM Golam Rabbani said they have come to know about the matter, but was unaware about who did it.

This correspondent, however, found the phone of Muktijuddha Mancha President Aminul Islam Bulbul, switched off.

Bureaucratic process led to dilly-dallying in repairing the door

The wooden door of the Ducsu administrative office, which was installed decades ago, clearly indicates poor security for the place where the authorities preserve important equipment and documents.

The door was in a ramshackled state, as such it was not hard for anyone to steal something from there.

The utter negligence by the authorities concerned, as well as the bureaucratic process in releasing funds, led to the long delay in repairing the door. "If it was repaired, the CCTV footages could not have been lost," said an official.

Ducsu Senior Administrative Officer Abul Kalam Azad said that he had written to Ducsu Treasurer Professor Shibli Rubaiyat Ul Islam, seeking fund for the repair work.

“Only Tk36,000 was required to repair the door,” he added.

“We asked for the advance funding on an emergency basis, because the regular process  takes more time. But it was urgent,” said Ducsu Senior Administrative Officer Abul Kalam Azad.

After receiving the letter, Ducsu Treasurer Shibli sent a note to the accounts director of Dhaka University on the same day to release the fund.

But, Ilias Hossain, acting accounts director of Dhaka University, said this repairing work belongs to the engineering department. “We asked for a note from the engineering department because without their note, we cannot release money,” he said.

The account director of university forwarded the letter to the chief of the engineering department on December 5, but no official response was received as of yet.

An assistant engineer of the department inspected the quality of the existing door, but no further development took place  since then.

When asked, AKM Afzalul Haque, acting chief engineer of Dhaka University, claimed his department forwarded a letter to DU Treasurer Professor Kamal Uddin's office for approval a week ago, but got no response yet.

Professor Kamal Uddin's phone remained unanswered despite repeated attempts.
