The district council elections are scheduled to be held on December 28.
In the ruling, the court asked authorities concerned to explain as to why the schedule and relevant sections of the law that allow an electoral body to cast vote should not be declared illegal.
The HC asked the cabinet secretary, law secretary and chief election commissioner to provide an explanation within four weeks.
The rule was issued by the High Court bench comprised of Justice Quazi Reza-Ul Hoque and Justice Mohammad Ullah who moved on a writ petition filed by Supreme Court lawyer Eunus Ali Akond.
The petition was filed on November 29 challenging the legality of three provisions of the district council law.
