All field-level officials have been ordered to use RMS from now on
Dhaka Divisional Commissioner’s Office has developed a new software- “Report Management System” (RMS) to make work easier for civil service holders.
For the last few months, all the offices under the Dhaka Division including the Deputy Commissioner’s (DC) office and the office of the Upazila Nirbahi Officer (UNO) have been sending Covid-19 data using RMS.
As a result of this software, Covid-19 data management has become efficient in Dhaka Division.
Due to RMS’s efficiency, the cabinet division recently ordered all field-level officials to use it.
According to the Dhaka Divisional Commissioner’s office, the primary source of the data is collected from UNO offices. A UNO sends data to the DC office; the DC office then sends all the data compiled from the UNO offices to the division office. After that, the division office compiles all data from the districts.
A number of officials are assigned to work on the software. Once they put the inputs to the RMS, the software automatically compiles the data.
“RMS is our great innovation. We have developed this software for getting unified information. Now we can easily analyze Covid-19 data which makes it easier and quicker to take decisions so far,” Dhaka Divisional Commissioner Mustafizur Rahman said while speaking with Dhaka Tribune.
AtaulGani, DC of the Tangail, said RMS has not only made their work easier but it has also increased the level of transparency in the work.
“We should give more importance to digitalization for easing all the services,” he added.
Other digital tools:
The Dhaka Divisional Commissioner’s office is also using another software to sort out vacant posts, which was a lengthy procedure, earlier.
As the software includes personal and professional details of all employees it can easily show the period of their time in a position, tenure of the job and all other information. The software has made it easier to manage vacant posts, transfers of employees, new vacancies, and retirement daa.
Apart from these, the Dhaka Divisional Commissioner also launched a Performance Management System (PMS) software for the officials and an online hearing management system for citizens.
PMS can digitally record all activities of government employees. Suppose, operating a mobile court is an activity, thus once you visit the mobile court tab in the software, it shows the number of offences made, so that the authorities can make decisions quickly.
There is an option to comment by the supervisors during the inspection. Reading all the activities and comments, the authorities concerned can evaluate the performance of the employees.
According to the officials, Dhaka Divisional office has already announced the best employee award. One official will be awarded based on their performance which is evaluated through this software to ensure transparency.
Hearing management is another activity that can be done online. If anyone is not interested and unable to attend a hearing physically for a miss-case or mutation, they can participate using the software developed by the Dhaka Divisional Commissioner office.
