A nation's history can sometimes be told through the story of a single bowl of rice. Bangladesh is one such nation. Half a century ago, the country's greatest challenge was ensuring enough food for its people. Food shortages, import dependence, and the painful memory of famine dominated national priorities. The central question was simple: Could Bangladesh produce enough food to feed its growing population? Today, the answer is a resounding yes.
Through scientific research, technological innovation, expanded irrigation, supportive public policies, and the dedication of millions of farmers, Bangladesh has transformed itself from a food-deficit nation into food surplus nation and one of the world's leading rice producers. Improved rice varieties developed by the Bangladesh Rice Research Institute (BRRI), together with better crop management, mechanization, and agricultural investment, have made rice security one of the country's greatest development achievements. Beyond eliminating hunger, it has strengthened economic growth and social stability.
Yet every success brings new responsibilities. Bangladesh's challenge today is no longer simply producing enough rice. It is ensuring that a growing population has access to nutritious, safe, and sustainable food despite climate change, shrinking farmland, and mounting pressure on natural resources.
Rice will remain the cornerstone of Bangladesh's food system for decades to come. However, future food policy must extend beyond calorie sufficiency to embrace nutrition security, food safety, environmental sustainability, and climate resilience. Bangladesh is therefore entering a new phase of agricultural development: The first national mission was to achieve rice security; the next is to build nutrition security upon that foundation.
This distinction is crucial. Food diversification is often misunderstood as moving away from rice. Bangladesh does not need to replace rice -- it needs to complement it. Rice is deeply rooted in the country's agroecology, farming systems, culture, and dietary habits, and it will continue to provide the largest share of dietary energy. Protecting rice production therefore remains essential.
At the same time, a healthy population requires more than calories. It needs adequate protein, healthy fats, vitamins, minerals, and dietary fibre. Rice provides the foundation of food security, while pulses, oilseeds, fruits, vegetables, livestock products, and other nutrient-rich foods complete the nutritional picture.
The future of Bangladesh's food policy, therefore, lies not in choosing between rice and diversification, but in building a rice-centered, nutrition-balanced food system that protects the achievements of the past while meeting the challenges of the future.
From rice security to nutrition security
This is not a shift away from rice. Rather, it represents the next stage in Bangladesh's agricultural development -- from ensuring rice security to achieving nutrition security. To examine how this transition might unfold, a long-term assessment of Bangladesh's food system was conducted for the period 2024–2074. The analysis projected future production and demand for seven major food groups -- rice, wheat, maize, potatoes, pulses, edible oils, and minor cereals -- and evaluated their contributions to national nutrition.
Rather than predicting a single future, the assessment explored two alternative development pathways. The first assumes that current trends in agricultural development continue, with gradual technological progress and existing policy priorities. This business-as-usual (BAU) scenario reflects the continuation of present investment patterns and historical productivity gains. The second, referred to as the balanced adjustment (BAdj) scenario, envisions a more deliberate transformation in which rice remains the cornerstone of national food security while greater policy emphasis is placed on nutritionally important crops and climate resilience.
The comparison between these pathways highlights an important insight. Bangladesh's greatest long-term challenge may not be producing enough food, but producing the right balance of foods to support healthier diets, reduce dependence on imports, and strengthen resilience to future shocks. This distinction has profound implications for agricultural policy over the coming decades.
Two futures, one choice
The comparison between the BAU and BAdj scenarios is not a competition between two agricultural models; rather, it represents two different policy choices. Under the BAU scenario, agricultural research continues, farmers adopt improved technologies, and crop productivity increases broadly in line with historical trends.
The BAdj scenario, by contrast, assumes that Bangladesh deliberately rebalances agricultural investments while protecting its greatest achievement -- rice security. In addition to sustained support for rice, greater attention is directed toward pulses, edible oil crops, maize, potatoes, and other nutritionally important crops that improve dietary quality and reduce import dependence.
The results demonstrate that rice remains the backbone of Bangladesh's food system under both scenarios. Population growth alone is projected to increase annual rice demand from about 38 million tons in 2024 to more than 48 million tons by 2074, making continued improvements in rice productivity indispensable.
Food diversification therefore does not imply reducing the importance of rice. Instead, it recognizes that while rice will continue to underpin national food security, other crops must play a larger role in addressing nutritional deficiencies that rice alone cannot meet.
The differences between the two scenarios become much more evident for non-rice crops. Pulses provide an excellent example. As one of Bangladesh's most affordable sources of plant protein, dietary fibre, iron, zinc, and other essential nutrients, pulses play a vital role in improving nutrition.
Yet domestic production has long failed to meet national demand. Under the BAdj scenario, strategic investments in improved varieties, quality seed systems, and better production technologies substantially increase pulse availability, strengthening national nutrition without compromising rice production.
A similar opportunity exists for edible oils. Bangladesh remains heavily dependent on imported edible oils, exposing consumers to international price volatility and supply disruptions. Expanding domestic production of mustard, soybean, sunflower, sesame, and other oilseed crops, while also increasing the extraction and utilization of rice bran oil from the country's abundant rice milling by-products, would strengthen nutritional security, reduce import dependence, add value to the rice sector, and enhance economic resilience.
Maize provides another important example. Although classified as a cereal, its principal contribution lies in supporting the poultry, livestock, and aquaculture industries. Increased maize production therefore strengthens the supply of eggs, milk, meat, and fish, thereby contributing indirectly to improved dietary quality and protein availability.
Potatoes also deserve greater policy attention. Bangladesh has already achieved remarkable gains in potato production, but further investments in storage, processing, value addition, and market development could transform potatoes from a seasonal surplus crop into a more stable contributor to food security, farm income, and rural employment.
Minor cereals, including millets, currently occupy only a small share of Bangladesh's agricultural landscape. However, as climate change intensifies, these hardy crops may become increasingly valuable in drought-prone and marginal environments, particularly in char lands and other stress-prone ecosystems. Rather than replacing rice, they can complement existing cropping systems by enhancing resilience in specific agroecological zones.
Collectively, these findings suggest that Bangladesh's future food challenge extends beyond increasing production. The central objective is to build a food system that delivers a balanced supply of nutritious foods while sustaining the country's hard-earned rice security.
Success should therefore be measured not only by total agricultural output but also by the extent to which the food system provides affordable, accessible, and nutritionally adequate diets for a growing population.
The balanced adjustment scenario is thus more than an alternative production pathway. It represents a long-term policy vision that preserves Bangladesh's remarkable achievement in rice security while progressively building a food system that is more nutritious, more diversified, more resilient, and better prepared for the challenges of the coming decades.
Ultimately, Bangladesh's choice is not between rice and diversification. It is between maintaining a food system designed primarily to eliminate hunger and developing one capable of eliminating both hunger and malnutrition.
Building the next agricultural transformation
Bangladesh's future food system will be shaped not only by changing dietary needs but also by powerful external forces. Climate change, shrinking agricultural land, water scarcity, labour shortages, environmental degradation, and increasing volatility in global food markets are already reshaping agricultural production. These pressures are expected to intensify over the coming decades, making agricultural transformation both an economic necessity and a national imperative.
Meeting these challenges will require more than producing larger quantities of food using yesterday's technologies. Future agricultural growth must be driven by innovation. Climate-resilient crop varieties, high-quality seed systems, precision agriculture, mechanization, artificial intelligence, satellite-based crop monitoring, digital advisory services, efficient water management, and reductions in post-harvest losses will all play increasingly important roles. Continued investment in agricultural research, innovation, and extension will therefore remain one of Bangladesh's most valuable long-term investments.
Equally important is food safety. Food security and nutrition security have limited value if the food itself is unsafe. Consumers increasingly expect food that is free from harmful contaminants, responsibly produced, and traceable throughout the supply chain.
Achieving this requires improvements not only in production but also in storage, transportation, processing, packaging, distribution, and marketing. Food safety should therefore be recognized not as a separate policy issue but as an integral component of agricultural development.
These realities call for a broader understanding of agricultural success. For decades, Bangladesh rightly measured progress primarily through increases in rice production because eliminating hunger was the nation's foremost priority. Today, however, success must also be evaluated in terms of dietary quality, nutritional outcomes, food safety, environmental sustainability, resource-use efficiency, and resilience to climate change.
Rice will remain the foundation of Bangladesh's food system because of its central role in national food security, farming systems, rural livelihoods, and cultural identity. Continued investment in advanced breeding, climate-resilient varieties, quality seed systems, efficient irrigation, mechanization, and improved crop management will therefore remain essential.
At the same time, greater attention should be directed toward expanding the production and value chains of pulses, oilseeds, rice bran oil, maize, potatoes, fruits, vegetables, fish, milk, eggs, and other nutrient-rich foods. The objective is not to replace rice, but to complement it with a more diverse and nutritious food basket.
This vision may be described as a rice-centred, nutrition-balanced food system. In such a system, rice continues to provide the foundation of national food security, while a diversified food basket supplies the proteins, healthy fats, vitamins, minerals, and dietary fibre required for healthy lives. Rather than competing with rice, these foods reinforce its role by creating a more resilient, nutritionally balanced, and sustainable food system.
Achieving this vision will also require stronger coordination across sectors. Agriculture alone cannot deliver nutrition security. Ministries responsible for agriculture, food, health, education, water resources, environment, trade, and local government must operate within an integrated policy framework.
Agricultural research, nutrition planning, food safety regulation, market development, consumer education, and social protection should reinforce one another rather than function as isolated initiatives. Such policy integration will become increasingly important as Bangladesh advances toward upper-middle-income status and confronts more complex development challenges.
Bangladesh has already demonstrated its ability to overcome seemingly impossible challenges. Few would have imagined fifty years ago that a country once synonymous with food shortages would become one of the world's leading rice producers. That extraordinary transformation illustrates the power of sustained investment in science, innovation, sound public policy, and the resilience of its farmers.
The next agricultural transformation now lies before the nation.
The first transformation Bangladesh must go through should be from chronic food deficit to rice security. The second must build upon that achievement to deliver nutrition security, safe food, environmental sustainability, and climate resilience. Rice should remain the country's strongest pillar of food security, but its success must now support a broader vision of healthy diets and sustainable development.
Bangladesh's future therefore does not lie in replacing rice. It lies in building upon the remarkable success of rice security to create a healthier, safer, more resilient, and more sustainable food system. If the first agricultural transformation enabled Bangladesh to win the battle against hunger, the next should enable it to win the battle against malnutrition while ensuring that every citizen has access to safe, nutritious, and sustainable food. That is the pathway toward a stronger Bangladesh over the next 50 years.
