The government has proposed making Tax Identification Number (TIN) mandatory for opening bank accounts in a bid to expand the tax net and increase the number of taxpayers in the 2026–27 fiscal year budget.
Under the proposal, anyone wishing to open a new bank account will be required to submit a TIN certificate. The government believes this will strengthen taxpayer data integration through the banking system and broaden the scope of tax administration.
However, exemptions have been provided in certain cases. Students’ bank accounts, no-frills accounts (Tk 10 accounts), social safety net benefit accounts, and pensioners’ accounts will not require TIN documentation.
According to the Ministry of Finance, there are currently over 170 million bank accounts in the country. Once implemented, the new rule will require individuals to obtain TIN registration before opening a bank account.
Finance Minister Amir Khasru Mahmud Chowdhury unveiled the proposed national budget for the 2026–27 fiscal year in parliament on Thursday.
The proposed budget, the first under the current government, has an outlay of Tk938,000 crore.
