The proposed national budget for FY24 includes a policy where people may have to pay Tk2,000 as minimum income tax from the next fiscal year to avail 38 government services, even if they do not have taxable income.
People will need to show the proof of submission of return of Tk2,000 minimum tax to avail the following services:
- Applying for loans over Tk5 lakh from any bank/NBFI
- Becoming director/sponsor shareholder of a company
- Obtaining/continuing import registration certificate or export registration certificate
- Getting/renewing trade licence in the area of a city corporation
- Getting registration of cooperative society
- Renewing licence or enlistment as a surveyor of general insurance
- Obtain registration for deed of transfer, power of attorney or selling land, building an apartment situated within a city corporation, where the deed value exceeds Tk10 lakh
- Maintaining a credit card
- Become a member or renew membership of a professional body as a doctor, dentist, lawyer, chartered accountant, cost and management accountant, engineer, architect or surveyor or any other similar profession
- Getting/renewing licence as a Nikah registrar
- Continue being member of any trade body
- Getting a drug licence, a fire licence, environment clearance certificate, BSTI licences and clearance
- Get/maintain commercial and industrial connection of gas in any area and obtaining or continuing residential connection of gas in city corporation area
- Getting survey certificate of any water vessel, including launch, steamer, fishing trawler, cargo, coaster and dumb barge etc, plying for hire
- Permission for manufacture of bricks by deputy commissioner's office in a district or directorate of environment
- Getting admission for children in any English medium school providing education under international curriculum or English version of national curriculum
- Obtaining/continuing the connection of electricity in a city corporation or cantonment board
- Agency or the distributorship of a company
- Firearm licence
- Opening an import LC
- Opening postal savings account for more than Tk5 lakh
- Opening any bank account with more than Tk10 lakh credit balance
- Purchase savings tools worth more than Tk5 lakh
- Contesting in any national level election
- Participate in shared economic activities by providing motor vehicle, space, accommodation or any other assets
- Getting payment which is an income of the payee classifiable under the head "Salaries" by any person employed in the management or administrative function or in any supervisory position in the production function
- Receive any payment by an employee of the government or an authority, corporation, body or units of the government
- For any commission, fee or other sum in relation to money transfer through mobile banking or other electronic means
- Any payment for advisory/consultancy service, catering service, event management service, supply of manpower or providing security service
- Get any amount from the government under MPO if the amount of payment exceeds Tk16,000 per month
- For registration or renewal of agency certificate of an insurance company
- For registration, change of ownership or renewal of fitness of a motor vehicle of any types excluding two wheelers and three wheelers
- Releasing overseas grants to any registered NGO or to a licenced microcredit organization
- Selling of any goods or services by any digital platforms to consumers in Bangladesh
- Applying for membership of any club registered under Company Law 1994 and Societies Registration Act, 1860
- Submitting tender documents for supplying goods, execution of contract or rendering service
- Submitting a bill of entry for import into or export from Bangladesh
- Submitting construction plans for getting approval from Rajuk, CDA, KDA, RDA or any other city corporation
